A proposal by Philadelphia City Councilman Frank Rizzo that requires applicants for zoning variances to be current on their city taxes was unanimously approved yesterday by Council's Rules Committee.

Committee vice chairman James F. Kenney said that any final legislation could include a provision designed to ensure that it did not inhibit development in situations where a businessperson wanted a variance before proceeding with the purchase of a property with delinquent taxes. - Miriam Hill
