In gerrymandering case, judge recommends Pa. Supreme Court uphold congressional map

Pennsylvania's congressional district map was drawn to favor Republicans, a judge said Friday, but he recommended the state Supreme Court uphold the map because plaintiffs had failed to create a clear standard for determining how much partisanship is acceptable.
