Runnemede woman injured by hit-and-run driver on Route 70

A Runnemede woman crossing Route 70 in Cherry Hill was seriously injured Thursday by a hit-and-run driver, police said.

Binh Tsan, 25, was hit along the westbound shoulder near Ranoldo Terrace by a silver or light-gold car, possibly a Pontiac Grand Prix, with tinted windows shortly before 12:30 p.m., Cherry Hill Police Lt. Bill Kushina said.

Tsan was taken to Cooper University Hospital in Camden, where she was listed in critical condition Thursday night.

Michael Medina, 25, also of Runnemede, who a witness said is Tsan's boyfriend, was grazed by the vehicle but not injured, authorities said.

Alan Fox, owner of Euro Tech, a nearby auto-body shop, did not see the accident, but ran behind the car for about 300 yards. He couldn't keep up or read its tag.

Tsan and Medina had just finished lunch at the Pho Barclay Noodle House in the Barclay Farms Shopping Center, where they are regulars, an employee said.

Around 12:18 p.m., Medina paid the $17.29 bill for their lunch of chicken noodle soup and beef stew egg noodles. Tsan, who works at the law offices of Eric A. Shore on Ranoldo, wasn't feeling well and the pair had gone to get her some soup, Medina said, according to Desiree Forbes, who ran over to help the injured woman.

Tsan had crossed the eastbound lanes, the grass median, and both westbound lanes of Route 70, and was on the shoulder when the speeding driver, passing illegally on the shoulder, hit her, Kushina said.

Tsan's sneakers, a Styrofoam takeout container, and spilled noodles marked the spot of the accident.

Tsan and Medina had tried to cross the highway when traffic in the westbound lanes was stopped because of congestion, authorities said. The spot is not a designated crosswalk, Kushina said.

Forbes, 43, a nursing student from Marlton who was getting an oil change at Fox's shop, said Tsan's lips and fingernails were blue and her pulse weak.

She said Medina appealed to her to "please just help me, do anything you can."

She said she put Tsan's sneakers behind the stricken woman's head and instructed Medina to do CPR.

"When he gave her two breaths, she coughed up," Forbes said.

She said she turned Tsan to one side and instructed Medina to clear her airway, which was obstructed with food. Then emergency medical technicians arrived.

"I just did what I thought was right at the time, morally and ethically," Forbes said.

Witnesses told police the driver that hit Tsan did not try to stop. The car passed stopped vehicles as it traveled on the shoulder until it was out of sight, according to authorities.

"He was wide-open throttle, foot to the floor. It was horrible the way the guy just drove off," Fox said.
