Man sought in fatal hit-and-run surrenders

A 38-year-old man sought by police in a fatal hit-and-run of a bicyclist in North Philadelphia last week turned himself in Tuesday.

A 38-year-old man sought by police in a fatal hit-and-run of a bicyclist in North Philadelphia last week turned himself in Tuesday.

Raymond Wands was charged with homicide by vehicle, driving under the influence, and related offenses in the June 22 accident. Julio Torres, 55, was struck about 10:30 p.m. in the 600 block of East Erie Avenue.

Police said Wands, of the 4600 block of Penn Street, was driving a red 1989 Ford F-150, which was found abandoned about a block from the accident scene. Torres, of the 4500 block of North Eighth Street, died two days later. - Robert Moran
