A problem involving an underground cable at 9th and Race Streets in Center City Philadelphia knocked out power to more than 300 Peco customers - including The Inquirer, Daily News and Philly.com - early Sunday morning.

The power was restored at about 3:30 p.m.

During the outage, stop lights at several traffic intersections were not working, and merchants, shoppers, and others - amid an acrid smell of something burning or smoldering - milled around on the sidewalks in front of the dark buildings.

More to come.
