Task force makes big fugitive haul: 6 nabbed in just 5 days

A federal-local fugitive task force had a good week - arresting six fugitives within five days on drug, aggravated assault and murder charges.

Deputy U.S. marshals and Philadelphia police arrested three fugitives on Tuesday, one on Monday and two last Friday.

_ Justin Peoples, 20, of Pomona Street near Cherokee, Germantown, was arrested on Napa Street near York, Strawberry Mansion, on two separate warrants.

On July 30, Peoples allegedly fired shots into a home on Pomona Street near Ambrose, a block from his house, but no one was injured. On Aug. 28, he returned to the same block and fired several shots striking three victims sitting on the front steps, authorities said.

Peoples was charged with five counts of aggravated assault, three counts of attempted murder, and firearms violations.

_ Also, arrested on Tuesday at the Napa Street home with Peoples was a resident, Reginald Wright, 61, on narcotics charges.

_ Kuzell Bivins, 29, of Crescentville Road near Champlost Avenue, in Olney, was arrested Tuesday on aggravated-assault and firearms charges after being found hiding in a basement crawl space on Ludlow Street near 55th, West Philadelphia, authorities said.

On Sept. 5, while on patrol, three bike cops noticed a 1995 Ford Van running with no keys in the ignition, indicating that the vehicle might have been stolen.

Soon after, the officers saw Bivins enter the van. The cops tried to stop the van, but Bivins drove directly at one of the officers, authorities said. The officer jumped off his bike to get out of the way, but the van ran over the bike. The van was later found abandoned. Bivins threw a handgun in a nearby Dumpster while fleeing on foot, authorities said.

_ On Monday, shortly after an FBI tip, the task force arrested Jerome Handy, 23, of Gratz Street near Courtland, Logan, on murder and firearms charges in connection with a July 26 fatal shooting on Huntingdon Street near 11th, North Philadelphia, authorities said. Handy was found inside an apartment on 16th Street near Allegheny Avenue, North Philadelphia.

_ And last Friday, Tyree Hatch, 32, of Monmouth Street near Emerald, Kensington, was arrested at his home after failing to return from lunch during his July narcotics trial in Common Pleas Court.

Hatch, who was on bail at the time, was convicted of drug charges, despite his absence, and sentenced to eight-to-16 years. State parole agents assisted in the arrest.

_ On the same day in Lindenhurst, N.Y., deputy marshals arrested Jose Lagares, 33, of "H" Street near Russell, Kensington, on attempted-murder and aggravated-assault charges.

Lagares is accused of shooting an ex-girlfriend several times in the face on Aug. 22 on Cornwall Street near E Street, Kensington. He was on state parole at the time of the shooting.
