Review urged for city's campaign-finance law

A government-watchdog group, the Committee of Seventy, yesterday urged Mayor Nutter to appoint an independent panel to review the city's campaign-finance law and recommend improvements before the 2009 election cycle.

Philadelphia is the only municipality in the state that limits campaign donations and expenditures.

The committee also said one of the law's provisions - a millionaire's amendment - might be in jeopardy because of a U.S. Supreme Court ruling yesterday that struck down a federal version of the millionaire's exception.

The city version was triggered in last year's mayoral race as a result of personal contributions by millionaire candidate Tom Knox. The provision allowed Nutter and other candidates to raise funds under caps that were double the normal $2,500 per individual and $10,000 per political committee. - Marcia Gelbart
