The House Judiciary Committee yesterday put off voting on an animal-cruelty bill after disagreement over a provision that would expand the powers of some state dog wardens.
The bill - part of the Rendell administration's animal welfare legislative package - would ban non-veterinarians from performing certain procedures such as "debarking," or cutting a dog's vocal cords; cesarean sections; and tail docking of dogs more than three days old.
Opponents and supporters of the bill were asked to craft a compromise before the rescheduled committee vote on June 24. - Amy Worden
