Cops: Paraplegic fatally shot brother

Police were marking blood stains on a West Philadelphia street around noon today after they said a 34-year-old paraplegic told them he shot his rampaging brother, John Mapp, who had come toward him after allegedly physically abusing his sister.

Mapp, 40, was shot once in the chest around 3:40 a.m. and collapsed in the street on Filbert Street near 58th. He was transported to the Hospital of the University of Pennsylvania and underwent emergency surgery, but was pronounced dead at 6:53 a.m.

A police source said it appears unlikely at this point that the shooter will be charged, although he cautioned that the investigation is still preliminary. The shooter and his 38-year-old sister have not been identified.

But neighbors on both sides of Filbert Street say the woman is a well-known troublemaker on the block, often engaging in intoxicated altercations that require police intervention.

"It's always drama. Always her. Every time," said one neighbor, who said the woman "looks like she's lived a hard life."

"She's always flipping out about something," she said.

"People want her off the block," another neighbor said.
