Feds issue new subpoenas in PHA probe

The U.S. Attorney's office has issued subpoenas to two nonprofits affiliated with the Philadelphia Housing Authority (PHA), expanding its investigation into the operations at the agency.

The U.S. Attorney's office has issued subpoenas to two nonprofits affiliated with the Philadelphia Housing Authority (PHA), expanding its investigation into the operations at the agency.

One nonprofit that received a subpoena - Tenant Support Services Inc. (TSSI) - is run by a former tenant activist, Asia Coney, who organizes seminars for public housing residents and earns $101,170.

Investigators are seeking Coney's e-mail accounts; information on donations, bank accounts and all funding sources; all records connected to the Carl R. Greene Scholarship Fund; and minutes from TSSI board meetings.

For the second nonprofit - Philadelphia Asset and Property Management Corp. (PAPMC) - the U.S. Attorney is requesting tax returns; e-mails regarding funding; minutes of board meetings; and financial records, including any lobbying accounts.

PAPMC manages properties for the housing authority that were built with financing through low-income tax credits.

The U.S. Attorney's office first demanded records from the housing authority on August 26, requesting more information from PAPMC on Sept. 3 and TSSI on Sept. 9.

Federal officials began their probe of the housing agency after the suspension of its executive director, Carl R. Greene, following revelations about his personal financial problems and secret settlement of sexual harassment complaints against him.
