Barge that hit duck boat owned by city

The barge that struck a duck boat packed with 37 tourists this afternoon was a city Water Department barge, according to Maura Kennedy, a spokesperson for Mayor Nutter.

The barge, named Resource, is used to haul sludge from the biosolids plants in the northeast to the recycling plant in the southwest. The barge is unmanned and unmotored.

The city has a contract with K-Sea, which operates the tugboat that pulled the barge.
