Camden chief operating officer Theodore Z. Davis has resigned, according to a statement issued by Mayor Gwendolyn Faison's office on Monday.
Davis could not be reached for comment.
In the statement, Faison acknowledges a sometimes "bumpy" relationship with Davis, who was appointed by Gov. Corzine, but said Davis' overall influence on the city was positive.
The statement does not say why Davis resigned.
"As Judge Davis settled into his role, he came to appreciate that the city's problems were deeper than he thought and it was not only the way the city kept its books. He came to appreciate that the real challenge was to manage a nearly impossible situation with ever shrinking resources," Faison said in the statement.
The state took over Camden in 2002 under the Municipal Rehabilitation and Recovery Act, which directed $175 million in grants and loans to the city. State control originally was intended to last five years, but was renewed in 2007 for another five years, with an option to renew until 2017.
In July, Davis recommended that Camden remain under state control until about 2030, saying local elected politicians were not up to the task.
