A 45-year-old repeat offender was jailed this weekend for allegedly masturbating in front of students outside Philadelphia High School for Girls.

Samuel Hart is accused of standing outside the school at Broad Street and Olney Avenue in Logan, exposing himself to students and masturbating on several occasions. Court records show that Hart has arrests dating back 20 years for charges including indecent exposure, unlawful contact with a minor, corrupting a minor and open lewdness. In 2007 and again in 2011 and 2012, he was found guilty of indecent exposure charges, court records show.

For his most recent indecent-exposure conviction, court records show Hart was sentenced to three years' probation in December 2012 by Judge Wendy L. Pew. He was still serving that sentence when officers from the Special Victims Unit arrested him Friday at a rooming house where he lived on Berks Street near 19th for the recent incidents at Girls' High, investigators said.

This time, Hart was charged with three counts each of unlawful contact with a minor/sexual offenses, corruption of minors, indecent exposure, open lewdness and harassment. He is being held at Curran-Fromhold Correctional Facility on $150,000 bail, court records show. He is set to appear in Family Court May 28, the District Attorney's Office said.
