A Horsham man is facing vehicular homicide charges for a July crash that killed a woman and seriously injured her husband.
The Montgomery County District Attorney's Office said today that 27-year-old Dylan Bruner is being charged in the death of Maureen Chapman, who died after Bruner's vehicle struck the car she was a passenger in head-on in the July 10 crash on the 800 block of Welsh Road in Horsham.
Prosecutors say Bruner tried to pass two cars in front of him in a no-passing zone, crossing a double yellow line into oncoming traffic.
He applied his brakes and skidded but struck the Toyota Camry being driven by Lawrence Chapman head-on. Prosecutors allege Bruner was driving his Mitsubishi Lancer 66 mph in a 45 mph zone at the time.
Maureen Chapman, 69, was killed in the collision, while Lawrence Chapman suffered serious injuries. No other vehicles were involved in the crash.
Bruner is being charged with homicide by vehicle, aggravated assault by vehicle, and other offenses.
Witnesses reported that he illegally passed other cars and drove through a red light prior to the crash, according to prosecutors.
Authorities said trace levels of marijuana were also found in his blood, but the amount of the drug detected is unlikely to have impaired his driving.
Maureen Chapman, who was living in Chalfont, Bucks County, at the time the crash, previously lived in Sharon Hill and served as a member of the Southeast Delco School Board for four years, according to an obituary.
She was working for Acadia Mortgage L.L.C. in Chalfont, as a senior operations manager, at the time of her death.
