Crash snarls I-95 from Delaware to Chester

Northbound I-95 south of Philadelphia has come to a halt as emergency crews clear an accident near Chester.

Traffic at 3:20 p.m. was backed up to the Delaware border.

A spokesman said state police hoped to have the accident removed by 3:45, before the rush hour starts in earnest.
