Cops: Man exposed himself days after being released for exposure

A 25-year-old man who was released from jail last week after serving time for exposing himself to a teen girl was arrested this morning in Upper Darby for allegedly masturbating in front of three teens on their way to school.

A 25-year-old man who was released from jail last week after serving time for exposing himself to a teen girl was arrested this morning in Upper Darby for allegedly masturbating in front of three teens on their way to school.

"He's a sick bastard," said Upper Darby Police Superintendent Michael Chitwood.

Around 7:30 a.m., three teen girls, ages 13 and 14, were walking to Beverly Hills Middle School when they saw a man in front of them on the sidewalk along Springton Road near Bradford who kept looking at them over his shoulder, police said.

The man called the girls over to him and as they approached, he pulled his pants down and started masturbating, Chitwood said.

The girls ran to school, where they told a security officer who called police. After hearing a description of the suspect, the responding officer said, "It sounds like the guy I locked up for the same thing a couple years ago," Chitwood said.

The officer took the girls to the house of the man he suspected, Kevin Nguyen, where they positively identified him as the perp, police said. He was charged with indecent exposure, lewdness, corrupting the morals of a minor and related offenses.

Nguyen, 25, of Bayard Road near Garrett, had just been released from the Delaware County Prison on Tuesday after serving time on a 2011 case out of Upper Darby that included the same type charges.

In that case, Nguyen was in the Barclay Square Shopping Center on Garrett Road near Beverly Boulevard around 2 p.m. March 12, 2011, when he exposed himself to a 13-year-old girl, according to police. 

Chitwood said the prior offenses did not require Nguyen to register as a sex offender under Megan's Law but he hopes the state will "revisit" his case after the most recent incident.

"This guy is a tragedy waiting to happen," Chitwood said. "The next time around it may not be just exposing himself. People like this become more violent and brazen."

    I like Chitwood, a Philly product as he is the prototypical version of Detective Stabler of SVU.

    It would be great if Chitwood spent time cleaning up Upper Darby instead of doing interviews every half hour about how bad the criminals are in his jurisdiction.

    Amazed it took this creep the best part of a week. Thank goodness he doesn't physically assault his victims. Yet. Put that thing away, pun intended.

    Let's see ... I'm sure the defense lawyer will get this thrown out of court. The officer took the girls directly to a known perv's house and asked the girls to ID the guy. Whatever happened using a photo line up with other similar looking people? Isn't that what the police should be doing?

    Not that I'm saying this guy should be free ... he's a sicko and should be locked up for life.
