In Chester City, yet another killing

A 38-year-old Chester man was shot to death Monday night in the West End, bringing this year's homicide count to 11 in Delaware County's only city.

A 38-year-old Chester man was shot to death Monday night in the West End, bringing this year's homicide count to 11 in Delaware County's only city.

Police said Ralph Carr was killed shortly before 8 p.m. in the 1100 block of Carla's Lane, part of the Ruth L. Bennett Homes public housing development. Police are still working to determine a motive.

The homicide came just two days after Zenas Powell, 14, was shot and killed outside a convenience store in the 1100 block of Pine Lane on Saturday night. Presumed to be a bystander, Powell, just 11 days from his eighth-grade graduation, was struck twice by bullets - once in the neck and once in the chest, the county Medical Examiner's Office said Tuesday.

Chester Police Chief James Nolan said that between 20 and 40 shots were fired during that incident. No arrests have been made, and police are investigating.

Meanwhile, Nolan said, Chester police made two arrests this week in the slaying of Anthony Moore, 27, fatally shot on May 1 near the 500 block of Edgmont Avenue.

Police arrested Alvin Grasty, 26, and Erikk Wright, 22, charging them with criminal homicide and first-degree murder. Both await preliminary hearings.

Chester, an economically challenged city that has struggled with violence, is well ahead of its average annual pace for homicides, according to state police figures.

Between 2006 and 2015, the city averaged just under eight homicides in the first five months of the year.
