Police release details of weekend foot pursuit, gun discharge

Philadelphia police over the weekend shot at a fleeing armed man in Point Breeze who suddenly turned toward the pursuing officers, police said Tuesday.

Andre Evans, 29, of the 1500 block of South Ringgold Street in South Philadelphia, who police said had "partially turned" toward the officers while running with a gun in his hand, was not hit. He was charged with aggravated assault, firearms violations, and related offenses from Saturday night's incident.

Citing preliminary information, police said two officers from the 17th District attempted to stop Evans' silver Infiniti on the 1400 block of South 18th Street about 7:30 p.m. after realizing the car's license plate was registered to a different vehicle.

Evans sped off. Several blocks away, his vehicle hit a car and a wall on the 1400 block of Wharton Street, police said.

Police said Evans then got out of the Infiniti and ran, firearm in hand. The officers got out of their car and chased him, ordering him to stop, police said.

On the 1200 block of South Carlisle Street, police said, Evans, who still had the gun in his hand, turned toward the officers, and both fired, police said.

Police said Evans dropped to the ground, ditched his handgun, and continued to run north on Carlisle.

He was met there by another officer, who fired a Taser at him, police said. Evans kept running, but was eventually arrested on the 1400 block of Federal Street after a "brief struggle," police said. He was treated at Thomas Jefferson University Hospital for cuts to his forehead and left hand, and released.

Police recovered a .40-caliber Glock pistol with an extended magazine and an "obliterated serial number" on Carlisle, police said. It was loaded with 20 rounds.

The officers who fired their sidearms were put on administrative duty pending an investigation.
