WEST CHESTER The Chester County Department of Emergency Services is to partner with the Liberty Lutheran Disaster Response program to train case managers to help disaster survivors, the organization said Tuesday.

The services will help residents who need assistance after disasters but do not meet the threshold for federal aid, as was the case for many homeowners in the ice storm of 2014 and during Hurricane Sandy, said Janet Zeis, volunteer management coordinator for the county's emergency services.

The Liberty Lutheran Disaster Response program of Eastern Pennsylvania will work with the county to provide training, the group said in a news release. It helps connect victims of small disasters to community resources in 19 counties in the region.

"We recognize a need to connect people to resources that go beyond an initial emergency response," said Julia Menzo, Liberty's disaster response coordinator.
