Owe the city money? He's tapped to track you down

EVEN AS Mayor Nutter named a seasoned crisis manager on Wednesday as the city's first chief revenue collections officer - a new position created to "collect every dime" owed to the city - some City Council members remained skeptical about Nutter's tax-collections strategy.

Thomas Knudsen formerly served as chief recovery officer at the Philadelphia School District and has been lauded for fixing the Philadelphia Gas Works' money troubles. He is tasked with dismantling a culture of nonpayment, identifying negative collection trends and pumping up collections in all city departments.

"Whether it's an individual or those on the business side, those who have the ability to pay and who are just dodging the system, they're going to feel a very, very different kind of city of Philadelphia going forward," Nutter said.

The Nutter administration has come under fire in recent weeks for its poor tax-collection efforts. A recent Plan Philly/Inquirer investigation spotlighted the issue, and elected officials have raised concerns about the millions of dollars owed to the city.

The Actual Value Initiative, the city's soon-to-be new property-tax system, has thrust tax delinquency into the forefront of budget debates and Council hearings after thousands of homeowners learned that tax bills will soar.

"Even with a new chief collections officer, it still feels disjointed in terms of what we're trying to do, what we need to do," said Councilwoman Cindy Bass. "I'm not really confident that we're headed in the right direction to get this done. As we're talking about AVI, we get to meetings and the first thing people always want to know is, 'Why aren't you collecting the money that's outstanding?' "

Several Council members, however, supported Nutter's choice for the job. Knudsen, whose salary will be $160,000, will assume his new position this month.

Nutter has tried a number of approaches to address tax delinquency, including a recent plan to invest $40 million in new employees and a new database to bring in $260 million from tax delinquents within five years.

Nutter also announced that Revenue Commissioner Keith Richardson will become managing director of the Philadelphia Housing Authority Development Corp. Streets Department Commissioner Clarena Tolson will replace him.

    people have been complaining about tax deadbeats for a long time, now the city is finally doing something about it. we shall see.

    He can start collecting my next door neighbor in the ghetto. Nobody wants to collect here for fear of being shot by a thug, but I say it's a good idea. It may actually help clean up the neighborhood of such filth. Yet something tells me, he won't even bother. Hope, but no change!

    yeah yeah blah blah. The Czar of Oz appoints another sub czar, to appoint a committee to set up an agenda for a system to collect back taxes but only from the easy ones or those who are not in hands off situations.
    until they do something about ALL the 30% of properties owing back taxes dont show your face
    even if they make major improvements in collection of previously owed revenue, this city,its government and schools are a bottomless pit in which money disappears into for: DROP, waste and special interests of the politically connected who get paid to waste money or funnel it into their projects or those of fellow conspirators

    The City doesn't have anyone to answer the phone regarding property tax. That's the first problem.

    Nutter creates yet another top-level position, just to give the impression that he is doing something about a problem. How about solving the problem of drug addiction by naming a "Chief Drug Addiction Officer"?

    "They" claim this guy did a great job at PGW and the SRC. If that's true, then WHY are both orgainzations so royally screwed up? And who is "they"?

    Neutter's solution to every problem is to hire more bureacrats or create a new commission. That leaves in place the old, ineffective bureaucrats and commissions, but it does increase patronage jobs, and after all, isn't that what this government is really all about?

    yall so gulliable, do you really believe this mans position to get paid 6 figures is going to get the deadbeats to pay! Nutter have you guys on a string, what is Nutter and Knuddersman gonna do different NOTHING!!!!

    Hopefully. Knudsen is now off the SRC no show job list. That saves the school district at least $150,000.
