Cop turns himself in, is arraigned in fatal crash
A Philadelphia police sergeant charged with vehicular homicide while driving under the influence in a fatal crash last month surrendered to police Tuesday and was arraigned.
Sgt. Thomas Winkis, 45, was off duty when a 2007 Dodge Charger he was driving on Sept. 14 crashed into a Ford Econoline van driven by David Farries. Ejected from the van during the collision at State Road and Ashburner Street, Farries, 55, died three days later.
Police Commissioner Charles H. Ramsey has suspended Winkis with intent to dismiss.
