During the event, he named the honorary co-chairs of the city's Complete Count committees, which are designed to reach out to specific community groups. He also signed an executive order mandating that city employees, including police, would be barred from asking anyone his immigration status, so that Philadelphia residents feel secure about the confidentiality of the count.
