Floyd, 33, was captured Wednesday night in Southwest Philadelphia where he had been hiding in an abandoned rowhouse.
Police said Floyd, of North Philadelphia, has confessed to the armed robbery of a Port Richmond bank branch but has denied shooting officer Liczbinski.
Floyd told investigators he was surprised when his accomplice Howard Cain shot the sergeant with a customized Chinese military rifle, police said.
The District Attorney's office isn't buying Floyd's explanation.
Floyd was arraigned at 4:30 a.m. over closed-circuit television before bail commissioner Patrick Stack.
Charged with murder and related offenses, Floyd was also accused in the May 2 carjacking of the getaway vehicle.
Floyd, who is being held without bail, is scheduled for a May 14 preliminary hearing at the Criminal Justice Center.
Floyd's girlfriend, who was with him when he was captured, is awaiting an arraingment. Juanita Stephen, 37, also known as Tonya Lynne Stephens, has been charged with obstruction of justice, hindering apprehension and conspiracy, said Cathy Abookire, spokeswoman for District Attorney Lynn Abraham.
The third alleged bank robber, Levon T. Warner, 39, has also been charged with murder and related offenses.
Cain, who gunned down Sgt. Liczbinski Saturday afternoon, was shot and killed by police officers as Liczbinksi lay on the street mortally wounded.
Police have recovered the $40,000 taken at gunpoint from the Bank of America branch at the Port Richmond ShopRite. In addition, detectives found the robbers' discarded disguises, three guns including the SKS carbine that killed Liczbinski, and extracted a confession from Warner that implicated Floyd.
