The 10-year tax abatement is getting a hard look in City Hall. Here's one of the more intruiging proposals we've heard for a potential change: tie the abatements to the environmental friendliness of the new buildings. The abatements would be given only to those properties that receive LEED certification, and the abatements would get bigger depending on what level of certification the project receives. TAX ABATEMENT GOING GREEN
Bill changes property tax abatement to require LEED certification


Philadelphia, PA (March 5, 2009) — On Thursday, March 5th, Council members Blondell Reynolds Brown and Curtis Jones Jr. will co-sponsor and introduce a bill that will “green” the current ten year tax abatement on all new and rehabilitated residential and rehabilitated commercial properties. Applicants under the new system will receive property tax abatements proportional to achieving one of the four LEED Green Building certification levels: Certified, Silver, Gold, or Platinum.

The Leadership in Energy and Environmental Design (LEED) rating system is the nation’s leading Green Building standard. Created and administered by the United States Green Building Council, LEED measures performance through standards that evolve through industry input and expertise. Certification is achieved by demonstrating certain required actions as well as a flexible point system that allows each building to coordinate green building techniques and materials appropriate for each project’s unique budget and design. At last count, 345 jurisdictions are using the LEED rating system as part of their tax abatements, public building requirements or zoning requirements, according to the United States Green Building Council database.

Sounds fine. But city council and Mayor Nutter, stop the PPA from jacking up our parking meter rates to triple the previous rate!!!

Yeah, I have an abatement on part of my renovation, and I'll apply for this one using LEED certs. I try to do LEED cert concepts anyway. Now require low income housing providers to LEED cert their buildings -- scattered site is a nightmare. But probably most in-fill renovators are very close to doing all LEED cert stuff now. The ones not doing it are the scuzzy guys doing cheap stuff that isn't legal anyway, the city simply has no real inspections system of enforcing the building codes. Ten year tax abatements promote sustainable development, now there will just be proof.

It is a brilliant idea to use the abatement scheme as carrot for achieving high building standards. Simply building "new" should not be enough to qualify. After all, why should we subsidize inferior design in the heart of our city? This is the type of tweaking that a city does when it realizes that it on the cusp of greatness and takes steps to achieve it. Mayor Nutter rules!

@ thruthbetold. Yeah, when Al Gore was looking for a quick way to make a lot of money, he skipped over all those oil companies, law firms, six figure speaking engagements and investment banking to go where the real money is- non-profit advocacy work. What a gold mine it is! Fighting global warming is not about what we have to earn, it's about what we have to lose.
