A snow-weary group of city officials yesterday readied for another storm, expected to blast through Philadelphia today, leaving up to a foot of snow.

"We want the citizens of Philadelphia to know that the city is prepared to take on the latest challenge," said Clay Armbrister, Mayor Nutter's chief of staff.

A snow emergency was to take effect at 9 a.m. today, with trash collection canceled today and tomorrow so that Streets Department workers and equipment can be used for plowing. Residents with Thursday or Friday trash collection will have to wait until their regular day next week, officials said.

To help get vehicles off city streets, the Philadelphia Parking Authority will offer a discount $5 rate at six Center City garages from 4 p.m. today until 8 a.m. Saturday.

The city will be open for business today but schools will be closed.

The snow continues to do a number on the city's budget. After three massive storms, Nutter said the tab could be as high as $15 million. Officials yesterday said the total bill could still exceed that number.

Nutter was not at yesterday's news conference because he was in Washington for a meeting of the U.S. Conference of Mayors. Nutter is cutting that trip short to return to Philadelphia this afternoon.

Managing Director Camille Barnett was also not in attendance yesterday. Armbrister said that she was on a "planned absence from the city."
