* Councilman Frank DiCicco will introduce a resolution calling for hearings on the Board of Revision of Taxes, which was studied this summer by a committee appointed by Mayor Nutter and Council. Council President Anna Verna calls that Council's main initiative for the rest of the year. "I think that is a very complicated and extremely important project," she added.

* DiCicco also plans to introduce a bill that would strip the Streets Department of the ability to charge a $500 trash-collection fee from small businesses.

* Councilman Jim Kenney is expected to introduce legislation that requires any building higher than six stories get a certificate of inspection every five years.

* Councilman W. Wilson Goode plans a bill allowing Council to enforce the city's living-wage rules.

* Council Minority Leader Brian O'Neill wants to focus on the problem of Philadelphia paying for state expenses, such as prisons, courts, social and mental-health services. "We are taxing our citizens to pay for state services in a county that is overburdened by a level of poverty that isn't seen anywhere else in the commonwealth," O'Neill said.

* Councilman Darrell Clarke is finalizing legislation to speed up the process for developers to get zoning approval for projects.

* Councilwoman Joan Krajewski will introduce a resolution asking Nutter to consider setting up a tax- amnesty program that would waive penalties for past-due taxes.

* Councilman Bill Greenlee will introduce a resolution urging the Postal Service to keep all its post offices open in Philadelphia.

* Councilwoman Blondell Reynolds Brown plans to introduce legislation that would permit pedi-cabs - cabs powered by bicycles - in Philadelphia.
