After an hours-long standoff on Roosevelt Boulevard yesterday afternoon that snarled rush-hour traffic, a man who told police that he had explosives in his stopped SUV was arrested without incident.
Police did not identify the man, whom officers surrounded shortly after 5 p.m. outside his vehicle at Ninth Street and the Boulevard.
Sgt. Ray Evers said the man was "highly intoxicated" and had been "really incoherent" with negotiators. No explosives were found in the vehicle, Evers said.
The confrontation began after another driver called 911 about 2:30 p.m. after seeing the man driving the wrong way on the Boulevard, Evers said. The man then told police that he had explosives in his vehicle, and a barricade was set up, Evers said.
Traffic was detoured off the Boulevard between Seventh Street and the Schuylkill Expressway while police negotiators and explosives specialists dealt with the situation.
Minutes after 5 p.m., the man followed police instructions to walk away from his SUV, Evers said. As he did, officers encircled him and pulled him into a police van. The man's identity was not released last night. The man was taken to Germantown Hospital for psychiatric evaluation, police said.
The Boulevard was reopened by 6 p.m., police said.
