Domino's, Family Dollar, Penn Cafe shut for Philly health violations

Long River Chinese Restaurant, the take-out joint on the 1500 block of Spring Garden Street in Philadelphia, has had a recurrent problem with roaches. But the staff there has taken a hands-on approach to controlling them. 

On Nov. 22, a health inspector described this scene: a "dying German cockroach nymph observed on a table." The bug was hastened to its eternal reward by an employee, though the precise manner of death was not reported. The sanitarian ordered the restaurant to close for 48 hours.

The episode echoed an event at the restaurant Oct. 4, when, in the presence of an inspector, an employee killed a roach with his bare finger and continued to make vegetable dumplings without washing his hands. Vegans might take note, but the inspector definitely did, and shut down Long River for 48 hours.

The city Health Department has dropped in on Long River five times in 2016, shutting it down twice. Usually, an eatery gets only one visit a year, and remains open. 

"There are no problems now," said Long River employee Fanny Chen on Friday.

Long River was one of 20 restaurants ordered by the Health Department to temporarily close at some point from Nov. 21 through Dec. 8. A reinspection costs each business $500. 

Family Dollar Store  in West Philadelphia stocks edibles including pet supplies, candies, and cookies. According to its past two inspection reports, it also has harbored a stubborn population of hungry vermin.  A Health Department sanitarian on Dec. 6 discovered mice  had gorged themselves on dog food and sugar wafers, noting a gnawed bag of Alpo Prime Cuts and feces on the cookies. Several dead mice remained in traps, the sanitarian reported. 

The Family Dollar was ordered to close for 48 hours to get rid of any more pests.  That order followed a Nov. 4 inspection (also resulting in a mandated shutdown) that uncovered widespread mouse feces, an odor of rodent urine, and gnawed cat treats, Cheez Doodles, and chocolate candy. 

"Please know the safety of our associates and customers is our first priority, and we take situations like this very seriously," Family Dollar corporate spokesman Randy Guiler said.  "We have been working with the owner of the property, the health inspector, and pest control services to resolve the issue."

The Health Department visited more than 500 eateries and food retailers between Nov. 21 and Dec. 6. Each eatery inspection is generally regarded as a “snapshot in time,” and not necessarily a reflection of day-to-day conditions. Most violations were fixed immediately on site.
