Keven Parker of Ms. Tootsie's has opened Keven Parker Soul Food Cafe in Reading Terminal Market.

Parker, who signed the deal less than 90 days ago, cinched the prime spot on the 12th Street side that formerly housed Delilah's, also a soul fooder.
