Ex-charter official testifies on school's shortcomings

A former administrator at Truebright Science Academy Charter School testified Thursday that the school lacked a curriculum, provided no services for students whose first language was not English, and told the Philadelphia School District it offered advanced courses that did not exist.

During a hearing to determine whether Truebright deserves to have its charter renewed, Susan Farley-Ellison detailed the North Philadelphia school's academic shortcomings.

Farley-Ellison, the school's supervisor of curriculum and instruction in 2010-11, said the school had textbooks but lacked a curriculum because the charter's chief executive told her the school could not afford one. She said the school did not have a program for students whose first language was not English.

And, she said, many of the courses Truebright listed in its renewal application filed in November 2011 had never been offered.

Miles Shore, the district's assistant general counsel, asked her: Honors English? Honors social studies? Advanced math and science at the middle school? AP and honors science and math at the high school? Each time, Farley-Ellison replied no.

She made the comments during a hearing at the district's headquarters on North Broad Street as Truebright - which is linked to a controversial Turkish imam - is fighting to remain open.

Farley-Ellison was one of the highest-ranking Americans ever employed by Truebright. The charter's administrators and board members and many of its teachers are Turkish nationals, some of whom are working in the United States on nonimmigrant visas.

She testified that she left Truebright in July 2011. She said her position was eliminated after she applied to become the top administrator. She said she was not interviewed for the job nor told why she was not chosen.

The job went to Bekir Duz, a Turkish national who had been a top administrator at a charter school in central New Jersey, which is also run by followers of the Turkish imam, M. Fetullah Gulen, who lives in self-imposed exile in the Poconos.

A Common Pleas Court judge ruled in late February that Farley-Ellison could be compelled to testify at the charter hearing even though she had reached a settlement agreement with Truebright that barred her from mentioning the agreement or saying anything negative about the school.

Last April, the School Reform Commission took the first step in closing Truebright by voting not to renew its operating charter on 18 grounds, including poor academic performance, lack of certified teachers, and allegations that the charter's board did not respond to concerns of staff or parents.

Truebright appealed, triggering a hearing that gives the school an opportunity to present its case for staying open.

The proceedings began in July but had been on hiatus since November while lawyers sparred over Farley-Ellison's testimony.

Phinorice J. Boldin, an outside attorney who is serving as hearing officer, scheduled the hearing to resume April 26.

    Charters(and their expansion)are being pushed by the State controlled(Republican)School Reform Commission and the Republican appointed Superintendent of the SDP William Hite.

    The city run(Democrats) public schools are worse.

    Philly Dems ran the schools into the toilet.

    Can you list ANY education system where the majority of blakcs are successful? I challange the city Dems to any system you want and then you take full blame for your many failures in life.

    This is what goes on at EVERY charter. When someone tells you that they can do twice as much with half the money, you might want to look up, "too good to be true." The dirty little secret is that it actually costs more to educate a student at a charter school. Don't take my word for it. Hitesaid as much in his first tv interview. I'll bet we don't get many more spontanious outbursts of truth in the future from that guy. And that's not to mention what happens when they kick a kid out and keep the tuition. The district ends up paying twice when that kid goes back to his neighborhood public school. These school closings are a symptom ago the wholesale rot that comes along with funneling public money into secret private hands.

    "Every charter"? That's just not true.

    My children went to a charter elementary school. It was a wonderful experience, and they got a great education. And, like all public schools, it charged no tuition.

    The truth is that charter schools run the gamut, from off-the-charts excellence, to downright scams. But the laws that make them possible would never have been enacted if school district schools weren't failing.

    Articles like this always draw comments from the teachers' union, who get paid whether the students end up in college or in prison. But it's a lot easier to criticize bad charter schools than it is to defend the record of the School District.

    Charter Schools, the Rpublican answer to fixing public education. And Corbett is pushing to expand Charters in the PSD while suburban school districts in wealthy neighborhoods are fighting them. Charter Schools are nohing but a scam for people to get a piece of the education funding pie for their personal benefit. Anyone who thinks that they have anything to do with education reform is an idiot.

    Wrong again. The teachers union President came up with the idea of charters. He thought it would create more teaching jobs.

    The PHilly schools were a mess before charters. Dems destroyed the schools which is what created the demand for more charters.

    If we eliminate charters will Philly dems take full blame for their failing schools?

    Can anyone list any education system where inner city hoodcrats would succeed. I challange Mike P. to pick any system. We will use it and then the Dems can take full blame for their failures in life. Once they fail they don't get to transfer to another school. They pick any system and they will own it from here on. We can also elimiate welfare. They should not need welfare with the school system of their choice.

    Nice to know that Turkish nationals are getting our tax dollars to educate our local students. The school doesn't even have a curriculum. Ok, does anyone see the problem with charters?

    ALL PUBLIC EDUCATION is worthless.
    Until you realize that fact, taxpayer money will be wasted and corruption will continue.

    Home school or send you children to private school.
    And if you can afford either, stop having children til you can.

    Charter schools are ruining our education system. Time for PA. to WAKE UP!! And nice to know that Turkish nationals are running charter schools with my money. What the H..l is going on????

    NO. THe schools were a mess before charters you big dummy. How did the charters ruin schools that were ruined BEFORE the charters even exist?

    If we eliminate charters will the Philly Dems then take full blame for the failures of their schools?

    I will tell you what the H is going on. Afronomics. Blacks destroyed the schools with crime. We had great schools before diversity.

    I don't understand how a charter school can put a non-disclosure clause in the contract when public employees have protected free speech in matters of public interest.

    I don't understand how every other day I am reading another story about charter corruption. Oh, wait, yes I do: The SRC has NO OVERSIGHT of charters. They have an office, they have a director, but apparently, they depend on Martha Woodall to let them know what is really going on.

    $139 million (at least) for charters next year and they kill 27 real public schools to save (we'll see) $22 million. Brilliant.

    Philly Dems destroyed the public schools with violence which is what created a need for charters. The charters are corrupt JUST like the public schools but at least the kids at charters are safer and get better educations.

    Why do you thijnk the parents of public schools studnets are standing in line to go to charters?
