For a $1.82 billion project to replace 558 highway bridges over three years, the Pennsylvania Department of Transportation on Friday selected Plenary Walsh Keystone Partners, of Toronto.
The team will manage the $899 million design, construction and 25-year maintenance of the new bridges and be responsible for financing the project.
Including financing costs, the state will pay an average of $65 million a year for the 28-year contract term, for a total of $1.82 billion, PennDOT said.
The state, which will retain ownership of the bridges, said it will save time and money through the public-private partnership.
The winning consortium includes The Walsh Group, Granite Construction Company, and HDR Engineering.
Construction is to start next summer and be completed within 36 months.
