The Zoning Board of Adjustment granted permits Monday for the project, which a development team including Howard Silverman wants to build at a 38,600-square-foot former industrial site.

Some members of the surrounding community had objected to the plan, arguing that the land should be used for a commercial or new industrial purpose that creates jobs. Proponents said there is ample vacant space nearby for such uses, and that the area's strongest demand is for housing.
