California's proposed high-speed-rail project got a big boost from a state appeals court panel that approved the project's funding plan.

The three-judge panel of the 3rd District Court of Appeal on Thursday overturned a lower-court decision and cleared the way for the state to sell bonds to help pay for the $68 billion rail line that is to carry bullet trains between San Francisco and Los Angeles in two hours and 40 minutes.

The rail line is scheduled to be built in stages, starting in Fresno, with the complete route supposed to be operating by 2029. Court hearings are still pending on environmental and routing challenges by opponents.
