Opportunity Finance Network, a Philadelphia-based conglomerate of 202 community-development financial institutions nationwide, hired Nancy Santiago Negrón as chief external-affairs officer. She served in several senior positions in the administration of President Obama. In 2010, Obama appointed her to be a senior policy adviser at the Women's Bureau at the Department of Labor. Most recently, she worked for Secretary of Education Arne Duncan as chief of staff in the Department of Education's Office of Strategic Partnerships.

Julie Gubernick has been appointed chief of the Department of Radiology at Einstein Medical Center Montgomery. Gubernick served as a staff radiologist at Lehigh Valley Hospital and Muhlenberg Hospital in Allentown.

The West Philadelphia Alliance for Children, a nonprofit that focuses on improving literacy in children by opening previously shuttered libraries in public elementary schools, has named David W. Brown executive director. He is the founder of Brown Partners and was general manager of 900 AM WURD. The group operates in 12 schools in West and Southwest Philadelphia, working with about 5,000 students, primarily in kindergarten through third grade.

Bethesda Project, a Philadelphia-based nonprofit serving the homeless community, hired Kathy Meck as development director. Meck had been director of development and marketing at the Center for Literacy.

Good Shepherd Rehabilitation Network, Allentown, promoted Ronald J. Petula to senior vice president of finance and chief financial officer, from vice president of finance.

Hill International, Marlton, a global manager of construction risk, promoted John A. Arnold to senior vice president and managing director (Europe) for Hill's Project Management Group, based out of Madrid, Spain. He had been senior vice president and international corporate counsel.

Mayor Nutter has appointed Tim Wisniewski as chief data officer for the City of Philadelphia under the Office of Innovation and Technology. Wisniewski had served as the city's director of civic technology, managing projects such as the Philly311 mobile app and www.myPhillyRising.com. Prior to joining the administration in January 2012, he was executive director of the Frankford Special Services District.

PIDC, the public-private economic development partnership focused on energizing business growth and development in Philadelphia, has hired Wanda Speight as senior vice president of financial services. She had been executive vice president of financial services for the Philadelphia-based Opportunity Finance Network.

Jill Stunkard has been appointed associate chief nurse for Einstein Healthcare Network. She had been interim chief nurse executive.

Bancroft, a Haddonfield provider of programs and support for children and adults with autism, intellectual or developmental disabilities, and acquired brain injuries, promoted Rex Carney to vice president for external affairs from vice president for marketing and communications. John Huff was named director of facilities management services. He was director of facilities and construction management at Freedom Mortgage in Moorestown.

The Executive Committee of the Board of the Philadelphia Convention & Visitors Bureau named Julie Coker Graham executive vice president. Coker Graham will continue heading the group's sales and services efforts.

Philadelphia Works, the city's workforce-development organization, has hired the following staff members: Samea Lim, senior policy associate, formerly was senior policy and research analyst at the Maryland Governor's Office for Crime Control and Prevention; Nancy White, outreach and engagement manager, formerly a freelance marketing communications consultant; Kristyn Mohr, program specialist, formerly program coordinator for Global Nomads Group, and Adrian Jezierski, manager of technology, formerly a contract network administrator.

Valley Forge Tourism & Convention Board, King of Prussia, hired Lisa Karl as vice president of sales and strategic partnerships, Shannon Reagan as convention sales manager, and Jeffery Yau as tourism sales manager. Karl had been director of sales and marketing at the Crowne Plaza Valley Forge. Regan was group sales manager at the Crowne Plaza Valley Forge.
