1. Costco

If you're looking for a generic costume that's decent quality, head to Costco. The store has a wide selection of non-brand costumes for kids, like mermaid, knight and princess costumes, all for around $20 or less.

Costco also carries some licensed costumes. There are no guarantees on what you'll find exactly in the store's limited selection, but if you do find what you're looking for, the savings can be pretty significant. An Ultron costume from "The Avengers," for example, is priced at $16.99 at Costco but costs $25 at Target. Similarly, a Cinderella costume that costs just $15.99 at Costco carries a much higher price tag, around $36, at other stores.

2. Party City

Party City offers a wide variety of Halloween costumes and accessories for cheap. For example, a girl's "Despicable Me" minion costume that includes a dress, goggles and headband accessories costs just $16.99 at Party City, a few dollars cheaper than versions found at other stores. Party City also sells a variety of inexpensive Halloween decor, party supplies and candy.

3. Walmart

If you're looking for licensed children's costumes, Walmart could be a good bet. A toddler-size "Frozen" Elsa costume at Walmart costs $11, for example, but is listed for around $20 at other stores — a savings of about $10 for Walmart shoppers. Similarly, a "Frozen" Traveling Anna costume for a toddler is just $12 at Walmart but costs upwards of $29 at other stores. With many Walmart costume prices starting low for both kids and adults, this big-box retailer is a solid choice to get everyone in the family Halloween-ready while staying on budget.

6. Target

Target is a smart stop if you're looking for the latest licensed costumes for less. The prices offered by Target on Batman costumes consistently beat those offered at other stores. For instance, a boy's Batman Dark Knight Rises: The Joker Deluxe Costume costs $21.49 but is priced around $30 or more at other stores. Its $27.99 price on The Dark Knight Rises Secret Wishes Catwoman adults' costume also beat out competitors' prices.

7. Costume Discounters

Costume Discounters also consistently offers popular Halloween costumes at lower prices. For instance, it offers a Kylo Ren "Star Wars: The Force Awakens" costume for $15.98, which is several dollars cheaper than the prices offered at other stores. The costume store offers a variety of costumes at lower prices, and even offers several versions of the same costume so you can pay for a bare-minimum version or a "deluxe" version. You can also use coupon code GOODSHOP20OFF through Nov. 1 to get 20 percent off any one item, according to Coupon Sherpa.

9. Wholesale Halloween Costumes

As the retailer's name suggests, Wholesale Halloween Costumes cuts its margins to offer you some of the best prices on costumes.
