Penn Community Bank, a Doylestown mutual financial organization, has hired Stephanie A. Austin as its chief financial officer. She had been CFO and treasurer for Continental Bank Holdings Inc., Plymouth Meeting.

JetPay Corp., a Berwyn provider of debit- and credit-card processing, payroll/HR/TLM, and prepaid card services, has elected Diane Faro CEO. Faro has been a member of the board since 2014 and most recently served as president of National Benefit Programs L.L.C. She succeeds Bipin C. Shah, who will remain chairman of the company's board.

Bancroft, a Cherry Hill provider of specialized services for individuals with autism, other intellectual or developmental disabilities, and those in need of neurological rehabilitation, has named James P. Hartman CFO. He had been vice president for finance and CFO at Philadelphia University.

Flackable, a Wyomissing public relations agency, has promoted Alexa Miller to senior account executive, from account executive. Miller, a Temple graduate, works with media outlets including Forbes, Kiplinger's, the Wall Street Journal, the Philadelphia Business Journal, Reuters, CNBC, and trade publications.

Entertainment Cruises Inc., Philadelphia, has hired Ryan O'Connor as associate general manager. He had been tour and travel sales manager, administrative manager, individual sales manager, and IT coordinator at the company from 2002 to 2007.

Sophia Lee has joined Blank Rome L.L.P. as a partner in its energy, environment, and mass torts practice group. Lee had been chief litigation counsel for Sunoco Inc.

TD Bank has promoted Daniel C. Kille to store manager of a branch in Bridgeton, from sales and service manager in Salem.

Wistar Institute, a West Philadelphia nonprofit specializing in basic biomedical research with a focus on cancer and vaccines, has named David B. Weiner executive vice president and director of the Wistar Institute Vaccine Center. A molecular immunologist and pioneer in the design and delivery of DNA vaccines, he is the recipient of the W.W. Smith Charitable Trust Professorship for Cancer Research. Weiner had been professor of pathology and laboratory medicine at the University of Pennsylvania School of Medicine.

R-Health, an Elkins Park health-care provider, has appointed Nancy Meisinger vice president of clinical performance. She had been director of practice transformation for the Delaware Valley Accountable Care Organization.

Peco Energy Co., Philadelphia, has promoted Tony Gay to vice president, governmental and external affairs, from associate general counsel. Gay served as assistant general counsel for Verizon Communications Inc. in Philadelphia and as an associate in the litigation section of Morgan, Lewis & Bockius L.L.P. Dick Webster, vice president, regulatory policy and strategy, has begun an expanded role, including leadership of the company's energy-acquisition activities. Webster previously served as director of rates and regulatory affairs.

Moore College of Art & Design, Philadelphia, has named Patricia C. Phillips chief academic officer/academic dean. Phillips, dean of graduate studies at Rhode Island School of Design (she also served as interim associate provost for two years), will begin her new role effective July 1.

Independence National Historical Park has named Gina Gilliam public affairs officer. Gilliam had been regional public affairs officer for the U.S. General Services Administration's Mid-Atlantic region and a supervisory public affairs specialist at U.S. NAVSUP Weapon Systems Support.

Ametek Inc., Berwyn, a manufacturer of electronic instruments and electromechanical devices, has named Brian A. Hoffmann vice president and general manager, maintenance, repair and overhaul, in the company's aerospace and defense division. He had been divisional vice president and business unit manager for power instruments within the power systems and instruments division.

Mission First Housing Group, Philadelphia, has named Alfredo de la Peña its new CEO, effective July 1. He has been with Mission First for two decades as its chief operating officer. He succeeds Walt Kubiak, who served as CEO for 22 years.

Bernstein Private Wealth Management has hired Robert Hart as vice president, financial adviser in its Philadelphia office. He had been vice president at PNC Wealth Management.

Zarwin Baum DeVito Kaplan Schaer Toddy P.C., Philadelphia, has hired trial attorney J. Fred Lorusso as a shareholder, focusing his practice on casualty defense litigation. He previously worked for a Mid-Atlantic regional insurance defense law firm engaged in a civil litigation and trial practice.

Education Law Center, Philadelphia and Pittsburgh, has hired attorneys Kristina Moon and Thena Robinson-Mock. Moon had been a staff attorney at Prisoners' Legal Services in New York. Robinson-Mock had recently been a senior attorney and director of Ending the Schoolhouse to Jailhouse Track Program at the Advancement Project.

Michelle E. Cohen has been named dean of Samson College of Health Sciences at University of the Sciences. Cohen had been serving as the interim dean since August 2015. Michael Janes has been hired as director of human resources. He had been an associate dean for administration (human resources) at the University of Wisconsin-Madison School of Medicine and Public Health.

Lincoln Financial Group, Radnor, has named Aziz Syed vice president, stable value leader.

Shelley Bernstein has been hired as deputy director for digital initiatives and chief experience officer at the Barnes Foundation, Philadelphia.

Josh Swartley, former manager of Neshaminy State Park, Bucks County, has been named manager of the Delaware Canal State Park Complex in Bucks and Northampton Counties.

Warfel Construction Co., Malvern, has promoted Alexander Byard to project manager, from project engineer.

Inspira Health Network, Mullica Hill, has appointed Alka Kohli executive vice president and chief population health and clinical officer for the South Jersey-based health system. Kohli had been senior vice president and chief medical officer at Virtua.

American Water, the Voorhees water and wastewater utility, has named Deborah A. Degillio the new president of its market-based business, American Water Enterprises. Degillio will replace Sharon Cameron, who has retired. Degillio had been vice president and treasurer for American Water.

The Greater Philadelphia Association of Realtors, a trade association, has hired Matthew G. Braden as CEO. Braden succeeds Diane Lucidi, who served as CEO for 12 years and announced in December a move to City Hall as chief of staff for Councilman-at-large Allan Domb. Braden had been chief of staff to former Councilman-at-large Dennis M. O'Brien and prior to that served as director of operations in the Philadelphia District Attorney's Office.
