Veronica Hill-Milbourne has joined Health Partners Plans, a nonprofit Philadelphia managed health-care organization, as vice president of clinical programs. She had been director of operations and corporate strategy support at Independence Blue Cross.

TD Bank has promoted Lisa C. Gruner to senior vice president, product marketing director, in Mount Laurel, from vice president, head, product marketing.
