Duane Morris partner J. Scott Kramer was named chair of the Pennsylvania Bar Association's Gaming Law Committee. Kramer is co-chair of the firm's Gaming Industry Group in Philadelphia and also serves on the firm's Contingent Fee and Professional Standards Committees.

National Constitution Center, a Philadelphia educational nonprofit, has elected David F. Girard-diCarlo to its board of trustees. He is a former U.S. ambassador to Austria and member at the Philadelphia law firm Cozen O'Connor.
?Julia M. Rafferty has been appointed to the board of the Girl Scouts of Eastern Pennsylvania. She is a lawyer at Stradley Ronon and a member of its Litigation and Life Sciences Practice groups.

Philadelphia Gay Tourism Caucus, which promotes gay and lesbian tourism to the Philadelphia region, has named James Delmar and Derrick Monte Carlo to its board. Delmar is national accounts manager for the Philadelphia Convention & Visitors Bureau. Monte Carlo is sales manager for the Loews Philadelphia Hotel.

Liberty Bell Bank, a state-chartered community bank in Evesham, has named Stephen J. Mushinski to its board. He is administrative shareholder and chief operating officer in the Mount Laurel law firm of Parker McCay.

New Jersey State Sen. Donald Norcross (D., Camden/Gloucester) has been named chair of the School Facilities and Construction Subcommittee within the Joint Committee on Public Schools.

George L. Weber was elected to serve on the board of trustees of the Pennsylvania Osteopathic Medical Association, a statewide organization for physicians holding the doctor of osteopathic medicine (D.O.) degree. He is a staff physician at Nazareth Hospital and in family practice with a certificate of added qualifications in geriatrics.
