John Shoraka has been named the Small Business Administration's regional administrator for Region III, which has headquarters in King of Prussia and covers Pennsylvania, Delaware, Maryland, West Virginia, Virginia, and the District of Columbia. Shoraka had been vice president at the Aries Group, a consulting firm in Silver Spring, Md.

Opportunity Finance Network, Philadelphia, said Cathy Dolan had joined as the new chief operating officer. Dolan had been senior vice president and director of community lending and investment for the eastern United States for Wells Fargo & Co. OFN is a network of private financial organizations assisting low-income people.

Harcum College, Bryn Mawr, has announced two new hires.

Barry Cohen was appointed vice president of finance and operations. He had been chief executive officer of Lehigh Valley Academic Regional Charter School.

Melissa Clough-Samango was appointed director of alumni relations and annual giving. Clough-Samango has organized, implemented, and managed programs and funds for schools including St. Joseph's University, Malvern Preparatory School, and Philadelphia University.

Dranoff Properties Inc., Philadelphia, said it had hired Marianne Harris as its director of sales, marketing, and leasing. Harris had been president of J.A. Reinhold Residential Real Estate.

American Water Works Co. Inc., the Voorhees water and wastewater utility company, said Barbara Boyarsky had been named vice president and general manager of its American Water Resources subsidiary. The company also named Michael Champion as director of marketing for American Water Resources, the company's homeowner-services business.

Boyarsky had been director of marketing for American Water Resources.

Champion had been marketing manager.
