Stevens & Lee P.C. said Joseph W. "Chip" Marshall III had joined the Philadelphia law firm as vice chairman and will also act in the same capacity for Griffin, the firm's affiliated investment bank. Marshall is the former chairman and chief executive officer of Temple University Health System.

Fox Chase Bancorp Inc. said John Haurin had joined the company as senior vice president, commercial lending. Haurin had been a senior lender in the Commercial Banking Group at Sovereign Bancorp Inc.

Orlando P. Carvalho has been named president of Lockheed Martin Corp.'s maritime systems and sensors business. Carvalho is currently vice president and general manager of the business' operations in Moorestown.

Lincoln National Corp., a Radnor insurance and investment company, has hired Allison Green as chief diversity officer. Green had been corporate director of diversity at Wyeth.

Harleysville Insurance has announced two hires:

Richard P. Rooney has been named vice president of inland marine for the Harleysville company's Mid-Atlantic and Northeast regions. Rooney had been vice president of property and inland marine for First Mercury Emerald Insurance Services.

Frank Testa has been hired as assistant vice president of claims litigation for Harleysville Insurance. Testa had been partner with the law firm of Morgan, Lewis & Bockius L.L.P.

Liberty Bell Bank, Evesham, said James L. Greene had joined the bank as senior vice president and chief deposit officer. Greene was founder and former president of Infinity Title Agency of Moorestown.

The Philadelphia 76ers has named Mark C. Gullett as the team's vice president of marketing. He had held a similar position with the Tampa Bay Lightning of the National Hockey League.

Margaret A. Belfield has been named chief operating officer at AtlantiCare Regional Medical Center, Egg Harbor Township. Belfield had been vice president at the company's City Campus. She is a former chief nursing officer and interim chief operating officer of Hahnemann University Hospital-Tenet in Philadelphia.

Americans backed off from holiday spending in January, but retail sales rose for a third month in a row compared with a year earlier, largely because of gas price hikes, according to figures released Wednesday by a key data service.
