Is it David vs. Goliath or another cat vs. dog fight? The city and its Delaware County neighbor, Tinicum Township, where 2/3 of the airport is situated, are in a legal battle over plans to add another PHL runway to try to ease congestion on the ground that leads to chronic flight delays.
