Igor, tropical storm No. 9, has taken shape off the coast of Africa, but in the early going doesn't look terribly menacing.

Its maximum winds are about 40 m.p.h., barely qualifying it for a name. The National Hurricane Center expects it to become a Category 2, with peak winds of 98 m.p.h., five days from now.
