Titra coming to 15th and Locust

Victor Fellus' childhood nickname was Titra, after a soccer hero, and he'll attach that name to the Italian restaurant he's planning for the ground level and mezzanine of the Aria Condominiums, 15th and Locust Streets, across from Good Dog and next to Applebee's. (A sign advertising "Tietra" is misspelled, he says.)

Fellus says this restaurant will be higher end than his other two restaurants, Mix at RiverWest Condos and Pub & Grub in the CityView Condos. He previously was a partner in Soho Pizza.

He is aiming at food similar to that of Old City favorite Radicchio and a vibe similar to that of Rouge.

Aiming at a February opening.

So, Tietra apparently opened today (Thursday, October 5, 2012). I walked past on the way from my apartment in Center City to my office around the corner from the restaurant (just for point of reference, i.e., I am your kind of customer,i.e., I live in Center City, I work in Center City and I am a foodie/wine lover. Anyhow, I stop and look at the dinner menu on the window and ask if there is a lunch menu. The nice, young woman who is on the sidewalk trying to generate foot traffic (one table is occupied/there are 5 or so servers standing around) says "sure, follow me", which I do. We apparently walk up to another young lady who I surmise is in charge, and the first young lady asks the second young lady for a lunch menu, which is on the bar under her hand. The manager is in a conversation and I stand there, waiting, for 20 seconds or more, at which time I say to the first young lady "really? I have to stand here and wait for a lunch menu" to which the manager finally stops her conversation, looks at me and says in a very agitated tone: "I'm getting your menu". Really, REALLY????? Agitated at me? Really??? Not a good start, guys.
