Bistro 7's Michael O'Halloran is moving forward with his plans to expand into Northern Liberties.

The restaurant, which will occupy the former Sovalo at 702 N. Second St., will be called Kong. Concept will be Chinese comfort food, inspired by the outdoor restaurants of Hong Kong. The family of O'Halloran's wife, Sofia, is from there. All dishes will be under $20. He's hoping to open in May.
