Layoffs go forward, PFT case goes to arbitration

The Philadelphia School District and the teachers union agreed to drop a court case today and go straight to arbitration, and as a result, most of the 1,600 teachers who got pink slips earlier this month will be laid off on July 1. For now, 348 teachers' layoffs are on hold.
