Police are trying to find the family of Herbert Knowles, one of four adults found chained in a Tacony basement over the weekend.

Knowles is 40 but has the mental capacity of a 10-year-old, police said. Cops believe he might be from Virginia. On Saturday morning, police found him and three other mentally challenged adults locked in the sub-basement of a building on the 4700 block of Longshore Avenue. They appeared malnourished and have been taken to a hospital for evaluation.

Police have arrested Linda Ann Weston, 51, as well as her boyfriend, Thomas Gregory, and Eddie Wright, 47. The three are charged with criminal conspiracy, aggravated assault, kidnapping and related charges.
