Jonathan Tannenwald reports:

7:57 a.m.

At 36th and Chestnut, north of Penn, the 11th and 3rd Divisions of the 27th Ward. Each division has three voting booths.

The 11th is fine.

At the 3rd, two booths malfunctioned and had to be shut down.

Minutes ago, the line was 78 people long. Many were visibly annoyed.
