A watchdog group, SCRUB, alleges that a beer marketing campaign has broken the law by promoting Colt 45 and Pabst Blue Ribbon in ads that appear to be graffiti or murals without city permission. Jeff Rosenblum, owner of Jay's Pedal Power on Girard Avenue, was paid to have one of the ads painted on his property. He calls the group's complaint "silly" and "a waste of time and effort."
