Happy New Year's Eve. Close out 2013 with a look at five stories to know about for the new year.

1. Philly police changes: Several big changes for the Philadelphia Police Department are on tap for 2014. Starting Wednesday, the department will enact a sweeping new interrogation policy and will require homicide unit interviews to be recorded on video beginning later in the year. Also in store for Philadelphia police next year is the continuation of a Department of Justice review of the use of deadly force by Philly cops. The collaboration, at Commissioner Ramsey's request, means the department is likely to save money and avoid headaches from court involvement.

2. NYE forecast: If you're planning to be out and about celebrating tonight or watching the Mummers on Wednesday, dress warmly. Midnight temperatures are expected to be in the 20s, and parade temps will only be in the 30s.

3. N.J. minimum wage hike: The minimum wage in New Jersey will rise $1 on Wednesday to $8.25 per hour.

4. Italian Market changes: On Wednesday, a business-district association takes control of the outdoor stands at the Italian Market in South Philadelphia. The South Ninth Street Business Association takes over from the city, a long-awaited change meant to revive the market.

5. New rules for contractors: The new year means new rules for contractors working in Philadelphia. The contractors will now need to prove they have paid city taxes and have adequate insurance in order to be issued city work permits. The change is part of the city's expanded oversight of contractors after June's deadly building collapse at 22nd and Market streets.
