Update: The Phillies have called up lefthander Jeremy Horst and designated Chad Qualls for assignment. Qualls was roughed up in Wednesday's 11-7 loss to the Pirates, allowing three runs on three hits in one inning of work.
Overall, Qualls was 1-1 with a 4.60 ERA in 35 appearances this year. Over the last 29 games, he posted a 5.68 ERA, and opponents hit .333 against him.
Horst has gone 2-1 with two saves and a 2.11 ERA in 26 games with the IronPigs this season. Since April 28, Horst has posted a 1.61 ERA with 22 strikeouts in 27.1 innings for Lehigh Valley. The 26-year-old made 12 relief appearances with the Cincinnati Reds last season, posting a 2.93 ERA in 15.1 innings.
He will wear No. 47 for the Phillies.

The bullpen pitcher du jour is Brian Sanches.
The Phillies called up the righthander from triple-A Lehigh Valley Thursday morning in time for their afternoon series finale with the Pittsburgh Pirates. Sanches, 33, replaced Joe Savery, who was optioned to the Iron Pigs after pitching 2 2/3 innings during Wednesday night's 11-7 loss that featured six Phillies relievers.
This will be Sanches' second stint with the big-league club this season. He appeared in three games in early May and allowed five earned runs on nine hits in four innings.
Given the fact that everyone except closer Jonathan Papelpon pitched out of the bullpen Wednesday night, there's a decent chance Sanches will make an appearance against the Pirates.
Sanches was 3-1 with a 2.48 ERA in 21 appearances at Lehigh Valley and had walked only five batters in 32 2/3 innings. He was 2-1 with a 1.15 ERA in his last 10 appearances for the Iron Pigs.

Amaro has consistently sought "big names" at inflated cost while thinking he could fill the rest of the roster with cheap players who have little or no value whatsoever.. he does this not only with regard to the roster but with regard to his coaches (letting Lopes go over a few hundred thousand dollars) and minor league budget (his assistant resigning because Amaro refused to give him a bigger budget for minor league talent)... he is like the irresponsible teenager who spends all his money on the latest gadget and then has no money to afford a nutritious well-balanced lunch,,..indeed he seemed to decide to throw a game or 2 away and just have the bullpen pitch and lose a game or 2 because he didn't want to start the clock on certain prospects if he brought them up this year..he kept Rule 5 players like Herndon and Martinez because he thought they were "bargains" even though they were a net detriment to the team and they were taking up valuable roster spots warbiscuit

How many quality bullpen pitchers are available that other teams are willing to part with for what the Phillies have to offer? Quite frankly, I would offer Hunter Pence in a heartbeat because I'm tired of him being the rally killer with runners in scoring position. Just so many ground balls hit to the left side with no thought of changing his approach. That's a guy I send bye-bye. sonnybuoy01

There has to be a trade for a Pen guy and a 5th starter. We all know, even the Phils know, Kyle is not a 5th starter. Even if he goes 5 today, he is still not the answer. They need a 5th guy from the AL for Vic along with a standard Pen guy. If they can do that, do it. The A's have two guys just like that. Koons

When the team gets good pitching they don't hit, when they hit... either the starter or reliever fails. That is the sign of a bad team. Send Utley and Howard to the AL as DH hitters. Neither will EVER be able to play a full season in the NL again. Lets Eat
This bullpen shuffling is very reminiscent of the Flyers goal-tending situation in the playoffs two years back. ESFjellin
This team is a comedy of errors.Sanchez was awful eariler this season.What the phils need to do is CLEAN HOUSE FROM TOP TO BOTTOM.They are not going to see any playoffs this year.Chase can only play every day or stwo,Howard should iust stay home until spring training,of course the phils will push him to keep trying until he gets injured worst.He is too stupid to tell them like Chase when he'll be back.Why?I don't understand how no oe in the front office or management can't see they won't win anything ths season.Why not just start preparing for next year.Warbiscuit,Advantux,Dasher,and myself can see this.What has to happen for them to realise this season is shot? tobyjoe

Qualls did turn out to be quite a disappointment - I thought with his good velocity that he would be more effective.
Unfortunately, it looks like Bastardo is in the tank too. Like JC Romero in many ways. Just walks too many batters and lives on the edge with far too many deep counts. An accident waiting to happen every time he takes the mound.
Too many players, batters and pitchers,underperforming. That is the real crux of the problem.
The only players on the whole team this year that have exceeded expectations are Ruiz and Pierre. candidly
